Elizabeth Hughes is a highly qualified candidate for the Court of Common Pleas, bringing 20 years of legal experience across various sectors. With a background in government, private practice, and health law, Elizabeth has gained a comprehensive understanding of the legal system, practicing in every division of the Court of Common Pleas, including Family, Criminal, Civil, and Orphans’ Court Divisions. Additionally, she clerked for the Honorable Justin M. Johnson of the Superior Court, further deepening her understanding of judicial processes. Her passion for serving children and families has been the cornerstone of her career. 

Elizabeth currently serves as primary counsel for three major hospitals, including a level-one trauma center and two specialty hospitals focused on pediatric and women’s health. She also advises over 60 pediatric primary care outpatient offices and leads the system’s pediatric service line. Her work provides essential legal guidance on issues affecting patients from birth through age 18.

Her previous role as Assistant County Solicitor highlighted Elizabeth’s mental health background as she handled thousands of involuntary commitment hearings and guardianship proceedings. She further sharpened her legal skills as a family law attorney, gaining over 10 years of experience representing clients in custody, divorce, support and other complex matters, including an international child abduction case under the Hague Convention. 

Elizabeth Hughes is a proven leader who guided the Allegheny County Bar Association as President during the unprecedented challenges of the COVID-19 pandemic. Her tenure showcased her resilience, collaborative spirit, and innovative problem-solving skills—qualities that continue to define her commitment to fair and informed justice.

Beyond her role at the ACBA, Elizabeth has served on multiple boards and dedicated 12 years to the Disciplinary Board Hearing Committee, experiences that have honed her ability to make balanced, unbiased decisions. She has consistently championed initiatives to address implicit bias and advance cultural competency within the legal community, ensuring everyone is treated fairly and respectfully.

Elizabeth’s extensive leadership and deep legal expertise uniquely position her to serve on the bench.
